• Preheat the oven to 350°F.
• In a medium bowl, whisk together flour, cocoa powder, baking powder, baking soda, and salt.
• In a medium pan over medium-high warmth, blend water and sugar. Heat to the point of boiling and mix until sugar breaks up around 1 minute. Eliminate from warmth and add chocolate and spread, blending incidentally, until dissolved.
• Whisk in the vanilla essence and vegetable oil.
